Because the weapons industry/military complex/airlines have lobbyists! Children, and the poor, do not!

You just need to follow the money.  Mega-corporations spend more money on lobbyists than they do on taxes.  Last year, mega-corporations took more money from the government than was paid, in taxes, by the rest of the corporations!
